Rome, 79 AD. During Emperor Vespasian's final days, a civil war brews between the ruling Flavians and wealthy Patricians. Heirs to the empire, noble General Titus and schemer Domitian, vie for the throne. Domitian allies with Tenax, a ruthless underworld figure in the Circus Maximus betting scene, to control the gladiatorial games and bolster his political power.

Caught in their power struggle are Berenice, Queen of the Judeans and Titus' lover, who fights to save her enslaved people from slaughter in the Colosseum; Scorpus, a champion charioteer; the Corsi brothers, aspiring Spanish horse breeders; and Cala, a Northern African trader seeking to rescue her enslaved children. Cala, running Tenax's betting empire, forms a romantic bond with him, driven by personal motives. As tensions mount, everyone’s fates hinge on the deadly games at the Circus Maximus and Flavian Amphitheatre.
